Background & Challenges

In November 2022, an overseas client commissioned us to export 11 second-hand 40HQ empty containers from Shekou to Laem Chabang. While the route was short, the cargo nature presented a unique “Triple Threat” of challenges:

  • Booking Rejection: Shipping lines rarely accept used SOCs due to condition concerns. Most carriers rejected the booking immediately.

  • Customs Deadlock: Historically, carriers handled customs for empty SOCs. However, due to past incidents where bad actors smuggled goods inside “empty” containers, carriers had ceased this service. We had containers but no standard way to declare them.

  • Pandemic Labor Crisis: After we finally secured a booking, the project was hit by a massive wave of COVID-19. A severe shortage of healthy truck drivers threatened to leave the containers stranded at the yard.

To ensure the containers were legally exported and loaded, our team implemented the following steps:

1. Persistent Carrier Negotiation & Audit

We approached multiple shipping lines until we found one willing to entertain the booking. The carrier required a strict audit of the containers’ condition.

Result: We worked with the client to prepare extensive documentation proving ownership and seaworthiness, eventually securing the Shipping Order (SO) after a long approval process.

2. Specialized Customs Solution

With the carrier refusing to handle the declaration, GWT activated our own resource network. We identified a specialized path to declare “Empty Containers as Merchandise.”

Reasoning: This complexity caused us to miss the original vessel window, but it was a necessary step to ensure legal compliance and avoid heavy fines or seizure.

3. Crisis Fleet Scheduling

After re-booking the vessel, we faced the driver shortage. With many drivers sick, efficiency was at an all-time low. GWT’s dispatch team aggressively coordinated resources, scheduling drivers in tight shifts.

Result: We successfully mobilized enough traction to pick up and return all 11 containers to the terminal before the new cutoff.

4. Rapid Documentation Sync

Once the containers entered the terminal, we wasted no time. We immediately uploaded the VGM (Verified Gross Mass) and shipping instructions.

Result: This ensured the customs release was processed instantly, allowing the cargo to catch the vessel for a swift 5-day transit to Thailand.

Note for SOC Shippers: When shipping empty containers as cargo (SOC), you cannot simply book them as “General Cargo.” They must be declared specifically as “Empty Containers” (HS Code 860900).

Furthermore, carriers require valid CSC (Container Safety Convention) plates or seaworthiness certificates. Always prepare these documents weeks in advance to avoid booking rejection.
